Upon reading of the discovery implicating inadvertently opened instances of the Google Assistant being responsible for suppressing audible SMS and Email notifications, I immediately replicated the anomaly, and likewise resolved the silenced notifications as suggested in the posted solution, essentially toggling the malfunction with Google Assistant. I find it remarkable that opening an instance of Google Assistant even inadvertently without actively closing that instance, results in these unintended, adverse consequences.
